Best way to hold down tea leaves

Have coated the ground in front of the building with PVA glue and fastened tea leaves onto this -- all OK at the moment.
What do you think is the best thing to cover this with, to give it some strength and stop the leaves coming off as I work on the model ?????   
My thought was give it a spray with Klear -- what do you think ???

How about a coat of diluted PVA glue with a drop or two of washing up liquid in to destroy the surface tension. It is what mayn railway modellers use to keep the ballast in place around the track work.
Applied with a brush, syringe or pipette, but dribbled on.
Probably about 25% -75%, PVA to water but trial and error may be the order of the day.
